Costco here has the best detergent additives based on their advertisements and they are supposed to be 5 times the EPA requirements:

Phillips 66 and Shell are both Top Tier. BP is not, but this may be because Top Tier is essentially a Government Motors standard (they own the Web site, if you haven't noticed.... "whois" can be useful) and BP has historically teamed with Ford.

all stations are held to the same quality standards. depends on the price. i go to Phillips 66 cause its way cheaper than Mobil in my town cause all the Mobil's are either in the center of town or by the highway..

Shell and BP adhere to Tier 1 standards for additives, which means the best detergent qualities and engine protection. Phillips uses a generic additive that does not conform to those standards.
