It is almost impossible to speed in NY with a bottleneck of traffic almost 24 hours a day, now red light runners that's another story. Frustration with bumper to bumper traffic every day makes good drivers bad drivers.

It goes along with him having an air conditioner inserted into the rear window of his SUV while he's at work so that his big gulp stays cool. The AC unit is on a stand and the cord plugs into city hall.

Get real enforce the limit (without the 11 mile tolerance), get strict, impound vehicles for repeat (after a conviction) offenders.

In some Canadian cities, they publish the names and pictures of those who have been caught DWI over the weekend. You would be amazed how few repeat offenders there are.

An ever better idea to discourage speeders or light runners. 2nd time offenders get large fines. 3rd time offenders lose their licenses. That will fix the problem quickly.
